The Faculty of Law, Universiti Malaya, the Centre for Biomedical Ethics, National University of Singapore and the Mahidol Oxford Tropical Medicine Research Unit, Oxford University will set up a Southeast Asian Bioethics Network with support from the Wellcome Trust. This Network will widen and work with the bioethics community in Southeast Asia to establish a research agenda that brings to the forefront voices that are not well captured in current bioethics discourses.

We are pleased to invite applications from individuals who are interested to be the Project Manager for this exciting initiative. You will be part of an enthusiastic and creative team that is committed to building a vibrant, inclusive and collaborative bioethics community in Southeast Asia through the network and its activities. As Project Manager, you will work closely with the Network Lead and oversee and implement administrative and engagement tasks that are key to the development of the network.

The specific responsibilities of the Project Manager are:

Project management

  • Collaborate with the Steering Committee Members and Network Lead to develop network objectives and create policies to meet them
  • Create a budget, resource plan, communication plan, and timeline for network projects
  • Organize conferences, workshops and other academic events under the network, with the support of other network staff
  • Routinely monitor all activities and review risks, issues and progress, taking actions as necessary (e.g., provide early warning and escalate key issues to Network Lead) to ensure minimum impact on project deadlines
  • Oversee the organization, scheduling, and travel logistics of Steering Committee and other network meetings as appropriate, and ensuring meeting minutes are taken and distributed
  • Organize and maintain finance documents and claims forms; ensuring efficient processing of project expenses; and monitoring expenditure against relevant budgets in accordance with Universiti Malaya’s financial procedures and financial regulations
  • Maintain all necessary databases (e.g., budget and expenditures, minutes, list of network members etc.)
  • Write grant reports and assist the Network Lead in providing periodic updates to funders and stakeholders
  • Manage the network website and update its content as necessary, and assist with its design and initial content


Engagement

  • Identify key stakeholders to involve and develop a stakeholder engagement plan
  • Carry out activities to ensure stakeholders are engaged
  • Develop a social media strategy, monitor and analyze the network’s social media
  • presence and metrics, and craft or solicit relatable content that will engage stakeholders
  • Identify opportunities for wider dissemination of the network’s activities, outputs and outcomes to ensure maximum impact and influence

Others

  • Carry out other administration tasks and work within the scope of the role, as reasonably requested


Qualifications, Skills and Experience

Essential

  • A Bachelor’s Degree or Postgraduate Degree in a relevant discipline or field (e.g., bioethics, health sciences, information sciences, social sciences, humanities)
  • Experience of budgeting and managing finances
  • Experience of designing and developing communication and data management systems/procedures
  • Experience in organizing conferences, workshops and other academic events
  • Excellent interpersonal and communication skills
  • Excellent organizational and time management/priority-setting skills within an evolving network and fast-moving projects with often tight deadlines
  • Ability to communicate effectively and clearly with a wide range of people and audiences in English


Desirable

  • Experience working in an academic environment
  • Previous experience of project management involving multiple stakeholders
  • Interest in bioethics and its advancement in Southeast Asia
  • Experience of managing a website
  • High level of social media literacy


Salary 

  • We will offer a competitive salary package commensurate with qualifications and experience.(Basic salary of up to Malaysian Ringgit 3,500 per month as well as Civil Service Allowance, Cost of Living Allowance, Entertainment Allowance and Critical Allowance as per Public Service Department Guidelines)
